The 5th Circuit Court of Appeals which is a federal level appellate court that was created in 1891 that is based in New Orleans, Louisiana. The 5th Circuit Court rules over districts in Mississippi, Texas, and Louisiana.
Even though at this high level there are not no decisions by a jury. There are 17 judges that are on the 5th circuit bench. The authority of these judges are from the Title III of the United States Constitution. Selected by the President of the United States with a congress endorsement.
There are 94 United States District Courts that are within the federal level circuit court of appeals. The 5th Circuit appellate jurisdiction has nine U.S. district. Two are in Mississippi, three in Louisiana, and four that are in Texas. Any of the cases are decided by the federal district courts and that are then appealed to the 5th Circuit may get reviewed by the United States Supreme court.

A case that was appealed from the Western District of Texas stating that the “First Amendment affords absolutely no protection to speech by elected officials make pursuant to their official duties” The disagreement was that the case was not properly considered whether the statute was constitutional.
